Bible Hill Parks and Recreation Committee Policy
Statement of Purpose
The Village of Bible Hill's Parks & Recreation Committee shall advise the Village of Bible Hill on matters of recreation and assists on the planning for any recreational program, service and facility.
Composition Committee
1 (one) Commissioner (plus a second Commissioner appointed as an alternative).
5 (five) Bible Hill citizens appointed by the Village of Bible Hill; of the five citizen appointments the Village may appoint a maximum of two people that reside outside of the Village of Bible Hill.
1 (one) Youth Representative (age 14 - 25 residing in Bible Hill) appointed by the Village of Bible Hill; whom shall be enrolled in an academic program during the term of appointment.
The Village of Bible Hill will ensure, when annual appoints are made that the committee represents the diversity of our community.
Terms of Appointment
Commissioners: annual Village committee appointments.
Citizen Appointees: citizen committee members shall be appointed for 2 year terms
Youth Appointee: youth committee members shall be appointed for 1 year terms.
All members of the committee shall be eligible for re-appointment.
Conduct of Meetings
The committee shall meet bi-monthly, on the first Wednesday, at a time to be determined by committee.
The Chair shall be elected at the first meeting of the committee (following the Village of Bible Hill's Annual Meeting) by a majority vote of the Parks & Recreation Committee and shall serve on an annual basis. A Village Commissioner may not be elected as Chair of the committee; the role of the Village Commissioner is to act as liaison between the Village and the Committee.
The Chair shall have a vote on any question, and in the event of a tie the motion shall be lost.
The Chair shall preside at all meetings, but in his/her absence the Vice-Chair, or a member appointed at the meeting shall preside.
Special meetings may be called on twenty-four hour (24) notice by the Chair or by the secretary at the request of three (3) members of the committee.
The secretary of the committee shall be the Parks & Recreation Director.
The committee may appoint sub-committees to deal with any special matters coming within the powers and jurisdiction of the committee.
The Committee shall be responsible to the Village of Bible Hill and shall report at the regular monthly meetings of the Village of Bible Hill.
Where a member of the committee has failed to attend three consecutive regular monthly meetings of the committee or seventy percent of the yearly meetings, of which due notice has been given, without having been excused from such meetings by the committee, which excuse may be granted, either before, during, or after such meeting, each member shall therefore vacate his/her seat as a member of the committee and shall be deemed to have resigned.
Minutes of all meetings shall be recorded by the Secretary. Copies of all minutes signed by the Chair or the person presiding at the meeting and the Secretary shall be filed with the Village Office.
The majority of the members shall constitute a quorum.
Powers and Duties of Committee
The committee shall advise the Village of Bible Hill on matters relating to the Village's recreational programs/services/facilities. Subject to the overriding authority of the Village of Bible Hill it shall assist in the planning, implementation, and evaluation of recreational programs, services, and facilities. The committee shall encourage a broad range of recreation or cultural activities for the residents of Bible Hill.
The committee shall be consulted on matters affecting the development and maintenance of recreational facilities.
The committee shall be consulted whenever it is proposed to lease or to sell or to otherwise dispose of any Village land that is held for park purposes or for other public recreational purposes, and whenever it is proposed to purchase or otherwise acquire land for public recreational purposes.
The committee shall advise the Village of Bible Hill on rules and regulations concerning the operation of public recreational or cultural facilities, setting the fees to be charged for the use of these facilities as it may deem necessary.
The committee shall on the request of the Village of Bible Hill make recommendations concerning the appointment by the Village of Bible Hill of a Director of Recreation and other staff deemed necessary.
The committee shall co-operate with and encourage all leisure, cultural related organizations/community groups within the Village supporting, promoting or working for any sport or recreation.
The committee may hear and consider presentations by individuals, organizations or delegation of citizens with respect to recreation services and shall provide its recommendations to the Village of Bible Hill.
Annually the Parks & Recreation Committee shall submit to the Village of Bible Hill a written statement showing in reasonable form and detail the expenditure proposed to be made by the committee during the year.
The Parks & Recreation Committee shall restrict its expenditures to the amount and purposes shown on the approved statement. Provided that with approval of the Village of Bible Hill amounts shown in such statements as intended to be expended for a specific purpose may be used in whole or in parts for some other purposes within the jurisdiction of the committee.
The committee shall make annual reports to the Village of Bible Hill and other reports as requested by the Village of Bible Hill.
Neither the committee nor any member thereof shall have the power to pledge the credit of the Village of Bible Hill, in connection with any manner whatsoever, nor shall neither the committee nor any member of it have any power to authorize an expenditure to be charged against the Village, legal commitment or agreement.
