Government

Village of Bible Hill receives its legislative authority and responsibility from the Province of Nova Scotia. The authority is detailed in the Municipal Government Act. The Village is governed by five elected representatives. Currently serving the Village are: Chair Kevin Kennedy, Deputy Chair Donna Van Kroonenburg, Commissioners Dwight Giddens, Knickolle Pitcher and Tim Shea.

The Village Commission meets on the third Tuesday of every month at 7:00 PM in the Bible Hill Office Building at 67 Pictou Road. In addition, the Village holds Commission in Committee meetings on the second Tuesday of each month (open to the public as well).

The Village holds its Annual Meeting for residents on the first Monday in June each year at 7:00 PM at the H. Douglas Boyce Village Hall, located at 69 Pictou Road.

Animal Control

The Colchester SPCA is now looking after animal control for the Municipality of Colchester full time. To log a complaint about animal control or fencing and detention of stray livestock please phone the SPCA at 902-893-7968 and choose the option to speak with a by-law officer.

Bylaws

Bible Hill is administered by two levels of civic government; Bible Hill By Laws and the Municipality of the County of Colchester are both in effect.

Community Development

Community Development includes Planning, Development Control, Building Inspections and Recreational Services.

Emergency Measures

Every day, communities face potential man-made or natural disasters, changing weather extremes, earthquakes, major floods, ice storms and hurricanes. It is all of these potential hazards that make Emergency Planning so vital to municipalities.

The County of Colchester, Town of Stewiacke and the Town of Truro have one Emergency Plan for the region. This plan was developed by the Regional Emergency Management Organization (REMO). The REMO is made up of the Regional Emergency Management Advisory Committee, the Regional Protective Services Coordinator and the Regional Emergency Planning Committee. The Advisory Committee is comprised of the Mayor of each Municipality and one other elected official. The Planning Committee is comprised of representatives from community services, law enforcement, fire, health services, engineering, transportation and communications.

Fire Services

Bible Hill Fire & Emergency, an incorporated society, is responsible for providing fire services in the Village of Bible Hill. The Village supports BHF&E through municipal taxes. Bible Hill Fire & Emergency consists of 30 members that are all volunteers.

Bible Hill Fire & Emergency has been serving the community since 1946. More than just firefighting, they provide essential community services such as fire prevention, community education and involvement. all while working closely with neighboring brigades under a mutual aid system in Colchester County.

Open fires are not permitted within the Village limits. Small enclosed recreational fires are allowed but must meet the guidelines established in the Outdoor Fire By-Law.

Fireworks are also not permitted within Village Limits. See the Fireworks By-Law for more information.

Planning

The Community Planning Department with the County of Colchester is responsible for policy development, vision and land use by-laws for Colchester County which includes Bible Hill.

Plowing Priorities for Snow Removal

  • 100 - Series and trunk highways, and other high traffic roads - Cleared within 8 hours after snow stops.
  • Secondary routes and other medium volume roads - Cleared within 12 hours after snow stops
  • Local paved roads, most subdivision and residential streets - Cleared within 24 hours after snow stops
  • Gravel roads - Cleared within 24 hours after snow stops
  • Street signs that are blue are owned and maintained by the County of Colchester.

Property Tax

The Municipality of the County of Colchester issues and collects property taxes on behalf of the Village of Bible Hill.
The Municipality's tax bills are issued early in June of each year and are due on the second Thursday of August. This annual tax bill is for the period spanning April 1 through March 31. The Municipality sends out approximately 25,000 annual tax bills with reminder notices going out in September, January, and March.

Recreation Services

The Village of Bible Hill is responsible for the administration of recreational opportunities to Village residents such as: facilities, parks, trails, programming and special events. A partnership with the County of Colchester and the Town of Truro delivers growing recreational opportunities which are flourishing to provide more active and healthier opportunities to area residents.

Sewer

The Public Works Department for the County of Colchester provide the day to day administration, supervision and maintenance of the sewer network within the Village of Bible Hill.

The sewer maintenance crew work under the direction of the Maintenance Supervisor and are responsible for maintenance of the County's sewage collection system as well as road-side storm water drainage network & catch basins on County owned roads. The crew respond to calls regarding problems with sewer service laterals to household connections 24 hours a day, 7 days a week.

Sidewalks

The Village of Bible Hill is responsible for the installation, maintenance and snow removal services of all sidewalks within the Village of Bible Hill.

Sidewalks have become an important planning concern for many municipalities. Consideration must be given to health, transportation, economic development, recreation and environmental improvements. New construction of sidewalks within the Village must meet a pedestrian need, be safe and accessible.

Infrastructure maintenance and improvements for sidewalks include snow removal, tree trimming, and sidewalk repair along our right-of-ways. These efforts improve the Village of Bible Hill’s quality of life improving the natural beauty of our environment while reducing the reliance on vehicles and fostering a sense of community.

Solid Waste Management

The Solid Waste Management Department with the County of Colchester is responsible for the processing and management of all recyclables, organics and garbage within Bible Hill and the Regional Balefill Facility located in Kemptown.

Streetlights

Streetlighting problems such as a blinking light, light that goes on and off or out should be directed to Nova Scotia Power at 1-800-428-6230 in order to receive prompt repair service. Nova Scotia Power also has an online streetlight repair form.

You should also be aware that the Village rents the streetlights from Nova Scotia Power, so all repairs are made and coordinated by them. Please be patient on street light repairs.

You can also call the Village of Bible Hill to report any streetlight and we will be happy to notify Nova Scotia Power for you. Please be aware in order to report any streetlight outages we require a civic address and the nearest intersection to complete the online form.

Street Maintenance and Snow Removal

In the Village of Bible Hill most streets with a few exceptions (blue street signs) are owned and maintained by the Nova Scotia Department of Public Works (formally referred to as the Department of Transportation).

Water

The Town of Truro Water Utility has extended into sections of Bible Hill, primarily the system serves section of Main Street, College Road, Pictou Road, Vimy Road and some side streets. The remainder of the Village is served by private residential wells.
